Seminar War & Law Paradigm

On Thursday 23 February, 18.00 - 21.00, ICCT -The Hague hosts The War Paradigm and Law Enforcement Paradigm in Counter - Terrorism: The Legal Implications at the T.M.C Asser Instituut.

The relationship between International Law and counter – terrorism is complex and often ill – defined. In recent years the US has associated international acts of terrorism with war and its accompanying legal instruments, whereas other actors, such as the EU, have viewed acts of terrorism as criminal acts which can be dealt with through both national and international law enforcement structures and mechanisms. In terms of law, both approaches differ greatly and this seminar seeks to discuss the intricacies and implications of each approach.

Judge James Baker (Chief Judge, United States Court of Appeals for the Armed Forces and adjunct-professor Georgetown Law) will give the keynote lecture and discuss the merits and constraints of both approaches arguing that both approaches can be applicable in certain cases. Prof. John Vervaele (Professor in Economic and European Criminal Law, Utrecht University) will provide reaction and comment and the meeting will be chaired by Prof. Liesbeth Lijnzaad (Extraordinary Professor, Practice of International Law, Maastricht University) tbc. The presentations and commentary will be followed by an open discussion with a Q & A session from the audience.

This is a public seminar, participation is free of charge. However, due to the limited number of places available, registration is necessary and will be dealt with on a first-come-first-served basis. RSVP to Ms. Orla Hennessy at events@icct.nl before Wednesday 15 February 2012, mentioning full name and organisational affiliation.
