 ‘Understanding insecurity’

The city of The Hague is internationally known as the legal capital of the world. Peace and justice are major concerns of The Hague's international institutions, courts and tribunals. In a globalizing world, peace and justice can only sustain if security is guaranteed and insecurity is successfully eliminated. Although security issues are dominating the media, the meaning of the concept of 'security', and how to reach it, are as contested as ever. Interdependencies are emerging between security and other areas of concern, such as, for example, human rights, gender, sustainable development, energy, migration and urban management. International law and public policy have moved beyond their exclusive focus on the protection of national security interests, the regulation of violence by states, and a reactive 'crisis' orientation, to embrace a broader, more complex agenda of promoting 'human security'. 

The Hague attracts many international young professionals and students who are confronted with the interdependencies between these issues: ‘No peace without security; no security without justice’. Their ambitions and expectations are high. This conference aims to respond to these aspirations. The broad and diversified skills of The Hague’s knowledge institutes in the areas of law, international relations, security, peace, development and governance, inspired the HAC to use this conference to raise our understanding of insecurity. All HAC member institutes will be actively involved in it.
