Technical Assistance for building up national administrative capacity of the central administration in EU policies

Project description

The project was proposed by the Bulgarian Ministry of Finance, the Directorate for the Management of EU Funds (MEUF Directorate). The MEUF Directorate acts as the single representative of Bulgaria to the European Commission on the overall questions of planning, programming and management of financial aid given by the European Union to the Republic of Bulgaria.

Since the accession into the European Union in January 2007 Bulgaria has continued to implement European programmes and horizontal policies. The current situation is that the staff of several Bulgarian national authorities lack sufficient knowledge and experience in order to implement the new EU policies for the period 2007-2013 according to European standards.
Therefore, the MEUF Directorate inten.ds to enhance the current administrative capacity in order to be able to full fill their task as civil servants of an EU member state.

In order to strengthen the capacity of these experts to ensure they are fully informed about new EU policies and enable to implement them properly, a training scheme for experts at national level needs to be to set up. The training programme should focus on the following areas:
• EU financial instruments;
• public-private partnership;
• transport policy;
• environment policy;
• agriculture and fisheries;
• justice and internal affairs.

* Training of trainers who can train relevant regional and local administrations and directorates in EU programmes and horizontal policies
* Training of the central administration by training civil servants in the fields of Justice and Home Affairs (among other things)
* Development of training material

The project paid specific attention to the Netherlands approach in the implementation of European legislation, policy and programmes.

To further strengthen the administrative capacity of the Bulgarian administration through training in order to implement the new EU policies for the period 2007-2013
