In March 2014 the EU delegation to Georgia has awarded a contract for the project “Support to the Constitutional Court of Georgia” to the consortium led by Hulla & Co Human Dynamics (Austria). The consortium includes the following partners: T.M.C. Asser Instituut (The Netherlands), DMI Associates (France), Bureau for Institutional Reform and Democracy (BIRD) GmbH (Germany) and Centre for European Constitutional Law (CECL) (Greece).

The overall objective of the project is to strengthen the rule of law and human rights protection in Georgia in line with Georgia's own international commitments. The specific objective of the project is the Institutional Strengthening of the Constitutional Court of Georgia. Constitutional justice in the modern democratic society is meant to strengthen the principle of separation of powers and the interaction between them. It is also to help resolving the social and political problems by legal means. The review of constitutionality of laws and their applicability according to the constitutional standards and best constitutional practices is vital and mandatory for any constitutional system nowadays

The purpose of this contract is the Institutional Strengthening of the Constitutional Court of Georgia (CCG). This will contribute to the effectively fulfillment of its functions, e.g. ensure just and highly professional approaches in constitutional review, separation of powers, adjudication upon complaints challenging constitutionality of laws, treaties, by-laws, and regulations vis-à-vis the basic principles of the Constitution of Georgia as well as fundamental rights and freedoms enshrined therein and in international acts.
The results to be achieved by the consortium are:
1. Development of the CCG Legislative Framework (among others, CCG legislation review, identification of gaps and recommendations)
2. Strengthening the Institutional Capacities of the CCG (a.o. institutional assessment and plan; analytical, research and policy development capacities reinforced; staff skills enhanced; communication strategy and AP developed/implemented)
3. Public Awareness Campaign on the CCG (a.o. awareness on CCG decisions, popularization of Human rights and fundamental freedoms, enhancement of constitutional and HR law among young lawyers and undergraduate student
