Framework Service Contract for the Provision of External Expertise to the European Parliament's Committee on Legal Affairs - Lot 1: Judicial cooperation in civil matters, including procedural law and private international law

Project description

Under this framework contract, the T.M.C. Asser Instituut will provide the European Parliament Committee - on request - expertise on judicial cooperation in civil matters, including procedural law and private international law.

The background to this project is the increasing cross-border mobility of citizens within the EU. The result being that judicial cooperation in civil matters is likely to keep developing if citizens are to fully enjoy their rights. Although the legal corpus developed since the beginning of 'communitarisation' of private international law with the Amsterdam Treaty remains patchy, the EU has now with Article 81 TFEU a strong legal basis to act in this field in order to eliminate obstacles to cross-border relations, in full respect of the different legal systems of the Member States.

Within this context, the European Parliament's Committee on Legal Affairs seeks regularly independent expertise in this specific area in the form of briefings and studies.
