The Legislator's Role in Establishing the Rule of Law in line with EU and International Standards

In September 2012 the Dutch Embassy in Kyiv approved the project proposal on ‘The legislator's role in establishing the rule of law in line with EU and international standards’ submitted jointly by the T.M.C. Asser Instituut and the Legislation Institute of the Verkhovna Rada of Ukraine. The project aimed to develop and deliver activities which will assist participants to devise means of incorporating and implementing EU and international standards into Ukrainian law, legislative process and practice. In late 2012, Dutch and Ukrainian and EU legislative and governmental experts participated at a roundtable discussion at the TM.C. Asser Institute. In 2013, experts from the T.M.C. Asser Institute and the Legislation Institute trained about 50 civil servants in Kyiv.

The objectives of this project were to support capacity-building of legislative experts for the establishment of rule of law in Ukraine that complies with EU and international standards and improves legal framework. It consisted also in learning from Dutch (best) practices in implementation and enforcement,
in promoting the implementation of EU and international standards; in formulating recommendations on better regulation in Ukraine; in learning from the Dutch practical experience and guidelines concerning better regulation.
