Profile
Herman von Hebel is a Dutch lawyer with many years of experience in international human rights law, international criminal and humanitarian law and promotion and protection of the rule of law on a national and international level.
Herman von Hebel has served for over 17 years in four different international criminal tribunals, of which over 5 years as a Senior Legal Officer in Chambers of the Yugoslav tribunal (2001-2006) and 12 years as a (Deputy) Registrar at the Special Court for Sierra Leone (2006-2009), the Special Tribunal for Lebanon (2009-2013) and the International Criminal Court (2013-2018). During the 1990s he served as agent for the Dutch Government before the European Court of Human Rights and participated in the elaboration of the ICC Statute. At the 1998 Rome Conference on the ICC, he chaired the working group on the definition of war crimes and in 1999-2000, he chaired the working group on the Elements of Crimes.
Since 2018, he serves as an independent expert in the strengthening of the rule of law and participated in projects in, amongst others, Ukraine, Georgia, Albania, Moldova and Northern-Macedonia.
Herman von Hebel is also a part time judge in a Dutch Court of Appeal in criminal matters.
