Romania and Spain have launched the idea of having an instrument aiming at including the crime of terrorism within the jurisdiction of an international court to be set up – the International Court against Terrorism. The proposal is based on the fundamental idea that terrorism should be fought with the tools of law, in particular international criminal law.

The event aims at discussing different possible options, arguments in favour of such options and challenges raised by them. The debate is also meant to discuss the added value that a future International Court against Terrorism might have.

Speakers:

Mr. Ion Gâlea
Director General for Legal Affairs, Ministry of Foreign Affairs of Romania

Mr. José Martín Pérez de Nanclares
Head of the International Law Division, Ministry of Foreign Affairs and Cooperation of Spain

Dr. Bibi van Ginkel
Research Fellow, International Centre for Counter-Terrorism

Ms. Kirsten Meersschaert
Director of Programs, Coalition for the International Criminal Court
