As we navigate an increasingly complex and unstable global environment, the threat of terrorism and (violent) extremism remains a persistent challenge. The Islamic State (IS) and its affiliated groups remained the deadliest terrorist organisation globally in 2024 (Global Terrorism Index 2025). The Sahel remains the region most impacted by terrorism, while Niger, Pakistan, Russia and Iran recorded the largest increases in deaths caused by terrorism in 2024 (Global Terrorism Index 2025).
In the West, lone-actor attacks are increasing, often less complex but far harder to detect and prevent (EUROPOL Terrorism Situation and trend Report 2025). Many perpetrators are no longer driven by clear ideological commitments, instead acting on personal grievances, psychological vulnerabilities, or a mix of both which blurs radicalisation pathways and complicates prevention efforts. At the same time, the radicalisation of young people is becoming a growing concern, as minors are particularly exposed and vulnerable in today’s digital environment (Global Terrorism Index 2025; EUROPOL Terrorism Situation and trend Report 2025). Online spaces, characterised by anonymity, closed networks, and easy access to extremist content, accelerate radicalisation, especially among youth and psychologically vulnerable individuals (EUROPOL Terrorism Situation and trend Report 2025). New technologies further intensify these risks, with generative AI increasingly used to produce and spread extremist propaganda, particularly in right-wing extremist circles, and cryptocurrencies continuing to facilitate terrorism financing (EUROPOL Terrorism Situation and trend Report 2025).
Across the world, terrorist and violent extremist activities have continuously triggered an increase in security laws and measures. To prevent terrorism and violent extremism as early as possible, states have grappled with defining terrorism and proscribing terrorist and extremist organisations, introduced early prevention mechanisms, and expanded domestic and international legal and policy toolkits to counter the ever-developing threat posed by terrorism and violent extremism. Are these measures lawful, legitimate, and proportionate to their impact on the rule of law and human rights? What are the future threats, and how can they be countered while respecting the rule of law and human rights?
About the programme
The 16th edition of our renowned summer programme will bring you inspiring and thought-provoking lectures by leading experts in the field, interactive sessions, group discussions (under the Chatham House Rule), and panel presentations. You will also have the unique opportunity to network with fellow professionals in the field: based here in The Hague and further afield.
Two in-person study visits will be organised: one to the Organisation for the Prohibition of Chemical Weapons (OPCW) and another one to the European Union Agency for Criminal Justice Cooperation (Eurojust).
This programme is co-organised by the Asser Institute and the International Centre for Counter-Terrorism.
