Dr Tarik Gherbaoui is an Associate Fellow at the Asser Institute in The Hague, where he previously worked as a researcher. While at Asser, he implemented several Global Counterterrorism Forum (GCTF) initiatives focused on maritime security, border security, terrorist travel and watchlisting, Counter-Unmanned Aircraft Systems (C-UAS), racially or ethnically motivated violent extremism (REMVE), and the terrorist misuse of artificial intelligence and other emerging technologies.
Tarik’s main research interests focus on European and international efforts to counter terrorism, including online terrorist content and emerging technologies, and their implications for the rule of law and human rights. In 2025, his monograph Europe’s Foreign Fighter Conundrum was published by T.M.C. Asser Press/Springer.
Tarik holds a PhD in Law from the European University Institute, an LL.M. degree from the University of Cambridge (Sidney Sussex College), and an LL.B. degree from the University of Amsterdam. In 2019/2020, he was awarded the ‘re:constitution Fellowship’ by the Forum Transregionale Studien in Berlin. He was a visiting researcher at the London School of Economics (LSE), the Institute of Advanced Legal Studies in London, and the University of Vienna. He serves as a Senior Editor of the European Journal of Legal Studies.
His previous work experience includes traineeships at the European External Action Service, the Embassy of the Netherlands to Serbia and to Montenegro, a defence team at the International Criminal Tribunal for the Former Yugoslavia, and several international commercial law firms.
