Chapter 30: External Relations covers a large variety of areas which basically involve trade relations of Albania seen in the perspective of compliance with the acquis. The main concern in this chapter regards the level of alignment of the trade policies towards third countries, especially preferential treatments, and the commitments within the WTO or other international organizations with the policies and positions adopted by the European Union Member States. In this context the focus is set on the Common Commercial Policy (CCP), development policy humanitarian aid and the administrative capacity building for participation in the EU policies.

Topic

Elaboration of the Legislation Gap Analysis on External Relations (Chapter 30)
o Assessing
(i) to what extent the current NPISAA reflects correctly Albania’s commitments under the SAA,
(ii) overall shortcomings between the Albanian Legal Frame-work and the EU acquis including gaps between planned and realised Legislative and Implementing Activities;
o Preparing compilations of EU legislation in the area;
o Detailed comparative analysis of the Albanian legislation in the area with EU law;
o Giving recommendations for priority action for the harmonisation of legislation;
o Compiling his findings in the standard format developed by the Ministry of European Integration for this purpose.

• Reconsideration of the IIWGs in the light of the 133 Committee ( objectives, functions and rules, etc). Consideration will include: mandate, functions, way of operation, objectives, establishment of permanent smaller working groups on the main areas of trade policy such as agriculture, industry, customs, etc., ad-hoc working groups, non-governmental stakeholders involvement, etc.

• Conduct Training Needs Analysis for the public officials on Common Commercial Policies

• Prepares a Curricula for training the members of the IIWG and other public officials on Common Commercial Policies

• In cooperation with METE/ITAP train a pool of trainers for Common Commercial Policies
* Preparing summaries of relevant ECJ case-law in the area;

Objective

Overall: Progress has been made in approximating economic and EU single-market law to the EU acquis and in strengthening the requisite capacities for its implementation and has been recognised by the EU Commission.

Specific:
• Elaboration of the Legislation Gap Analysis on External Relations (Chapter 30)
• Reconsideration of the inter-institutional working groups (IIWG) in the light of 133 Committee
• Conducting Training Needs Analysis for the public officials on Common Commercial Policies
• Preparing a Curricula for training the members of the IIWG and other public officials on Common Commercial Policies
• In cooperation with METE/ITAP, training a pool of trainers for Common Commercial Policies
