[25–29 August 2025] Advanced summer programme on terrorism, counter-terrorism and the rule of law
Are you looking to deepen your expertise on the evolving legal challenges of terrorism and counter-terrorism in a rapidly digitising world?
Co-organised by the T.M.C. Asser Instituut and the International Centre for Counter-Terrorism (ICCT)
This intensive summer programme is designed for practitioners, policymakers, diplomats, researchers and advanced students in the fields of law, security, and international affairs. The course will explore the legal and human rights implications of contemporary counter-terrorism strategies, with particular attention to the digitalisation of extremism, the use of AI by terrorist actors, and the challenges of regulating online spaces.

- Keynote lecture by Professor Ben Saul, UN Special Rapporteur on the promotion and protection of human rights while countering terrorism
- In-person visits to Europol and the Organisation for the Prohibition of Chemical Weapons (OPCW)
- Interactive sessions, expert panels, and Chatham House Rule discussions
- Topics such as online radicalisation, anti-institutional extremism, border security, freedom of expression, and the evolving legal definitions of terrorism.

This specialised programme offers a comprehensive introduction to the global non-proliferation architecture, combining legal, technical and diplomatic perspectives. It is ideal for professionals and advanced students working in international security, arms control, diplomacy, and related fields.
