As the institutional future of the European Union once again hangs in the balance on the eve of the second Irish referendum on the Lisbon Treaty, it is worth looking back at earlier legal and institutional reforms that shaped the process of European integration and the development of EU environmental policy and law. Ten years ago, on May 1st 1999, the Treaty of Amsterdam entered into force, which, together with the 1992 Treaty of Maastricht, introduced major reforms in the area of environmental policy and helped establish the EU’s political and institutional commitment to the objective of sustainable development in Europe and globally, which would be further enshrined by the Treaty of Lisbon, if it eventually enters into force.
