Cheya is an international law professional with a background in international humanitarian law, disarmament, and emerging military technologies. She holds an LL.M. (cum laude) from the Geneva Academy, where she specialised in international humanitarian law, international human rights, and international criminal law. Her research explored the evolving legal landscape of military activity in outer space, with a focus on its intersection with cyber operations and emerging technologies.
Cheya also holds a First-Class Honours BCL in Law with Social Justice from University College Dublin (UCD). During her studies, she completed academic exchanges at the University of New South Wales (UNSW) Sydney, focusing on autonomous weapons and drone warfare, and at the Université catholique de Lyon (UCLy), where she specialised in international trade law and international investment agreements. She also served as an editor for the UCD Law Review, Ireland’s leading student law journal, and has worked in private law in Australia. She contributed to policy research as an intern at the Geneva Centre for Security Policy (GCSP), and was a mentee in the Young Women in Non-Proliferation and Disarmament Mentorship Programme, jointly run by the Vienna Centre for Disarmament and Non-Proliferation (VCDNP) and the Istituto Affari Internazionali (IAI).
At the T.M.C. Asser Instituut, Cheya previously worked as a Research Trainee/Intern on the Designing International Law and Ethics into Military Artificial Intelligence (DILEMA) project. In May 2025, she became Project Manager in Education & Events, where she supports the delivery of Asser’s training programmes, workshops, and public events.
